Man dead after O'Fallon, Missouri, shooting involving police at City Hall clock tower

Police identified him as 34-year-old Douglas Alan Phipps on Monday.

O'FALLON, Mo. — Police identified a man who was killed after a shooting involving police Sunday in O'Fallon, Missouri. 

He was identified as 34-year-old Douglas Alan Phipps by O'Fallon police on Monday. 

According to the O'Fallon Police Department, officers responded at 4:15 p.m. to City Hall for reports of a person shooting at the clock tower. 

Responding officers spotted the vehicle involved and attempted to make a traffic stop at the intersection of Noth Main Street and Highway P. The suspect failed to yield and fled, police said. 

The pursuit moved onto Spring Court in the Royal Oaks subdivision where the shooting happened.

Police said Phipps exited his vehicle armed with a shotgun and pointed it at the two officers. In response, officers fired at Phipps and an exchange of gunfire occurred between them. 

Phipps was pronounced dead at the scene. 

The officers were not injured. They are a 47-year-old with twenty-four years of experience and a 28-year-old with five years of experience, the department said.  

"It is a quiet area but obviously you always have to be aware," Police Sgt. Bryan Harr said.

"Certainly an unusual situation," Harr said. "Obviously our primary concern is our citizens' safety. We're continuing the investigation and hoping to have this wrapped up soon."

Police have not said how many officers were involved in the incident.

The St. Charles County Critical Incident team is leading this investigation.
