ST. LOUIS — Soon after its formation in 2021, business group Greater St. Louis Inc. released a report emphasizing that it would seek to strengthen downtown as the region's core and jobs center, in part by encouraging companies to locate new jobs there.

The "restore the core" initiative called for in a jobs plan sought to reverse decades of disinvestment and job loss in the city of St. Louis, which the report cited as one of the "central barriers to economic growth" in the metropolitan region. "Employment density within the core is also a key determinant of the fiscal health and stability of the city" and a prerequisite for inclusive growth, the report said.

Metrics show downtown activity hasn't improved since then.
