New apartment complex, houses proposed at suburban retail center

ST. LOUIS COUNTY, Mo. — A new apartment complex and subdivision are being proposed at an existing retail-focused development in west St. Louis County.

Developer Greenberg Development Co. has submitted plans to rezone 11.8 acres at 16720, 16780 and 16700 Main St., along with 16795 and 16727 Manchester Road, at the Town Center development in Wildwood. A public hearing on the project will be held Tuesday night by the Wildwood Planning and Zoning Commission.

The project would consist of 11 single-family houses at 16795 Manchester Road, along with rezoning the five other properties to allow building an apartment complex with a maximum of 189 units, along with 11 detached townhouses. The proposal would add public space with pickleball courts, a stormwater management area and parking, according to city documents.

The mixed-use plan also has some retail and office developments, according to the zoning application. Retail would occupy the ground floor of the development, facing Main Street, according to the documents.

Construction would take place from 2023 into 2024, plans show.

The land where the project would be built is owned by Wildwood-based Greenberg Development, led by Ed Kohn. He was a partner on the $22 million Prime Place at Wildwood Town Center senior living development with Michael Kennedy Sr., president of developer Landwide Development Co. and founder of general contractor, architect and engineering firm KAI Design & Build, officials said when that project was announced in 2018.
